National Center for Human Resources Development

The National Center for Human Resources Development (NCHRD) was established in 2004 under the umbrella of the Egyptian Federation of Investors Associations (EFIA) which is an institution representing the private sector. EFIA encompasses more than 45 Investor associations in Egypt.

NCHRD is one implementing arm on the national level for the private sector; it has a major role in the application of the Dual System in vocational and technical education in Egypt. Within the context of the partnership with the Ministry of Education (MOE), Regional Units for Dual Systems (RUDS) are established in /30/ governorates in Egypt to administer /30,000/ apprentices training in /98/ schools/training centers with /42/ different trades. EPP supports the existing structures with capacity building measures to improve the quality of their services.

Through the Executive Council of Dual System -encompassing representatives of the public sector (MOE) and private sector (NCHRD)- the center addresses issues concerning the provision of "qualified labour". This is the number one priority for the member companies of the Investors Associations in Egypt. To meet the needs and expectations of the member companies of the Investors Associations, NCHRD and its affiliated RUDS are cooperating with EPP. Together, they establish and operate a mechanism for continuous Labour Market Monitoring (regional observatory) which provides the basis for effective involvement of the private sector in an informed policy dialogue as well as in conceptualization and implementation of new approaches for employment promotion.
